The honest bit: where paper fails

Every experienced site manager knows the failure modes. Sheets get lost between the van and the office. Names are illegible. The "understood — Y/N" column is ticked in one biro, in one handwriting, top to bottom. Dates get backfilled the night before an audit.

And the fundamental problem no layout can fix: a signature proves someone held a pen, not that they understood a word. If an operative later gets hurt doing exactly what the talk warned about, a ticked box is thin evidence that your instruction was ever received. Is a sign-off sheet a legal requirement?

The sheet isn't named in law; the duty to provide information, instruction and training is (HSWA 1974 s.2(2)(c), MHSWR 1999 reg 13). The record is how you prove you discharged it — as far as an inspector is concerned, a talk you can't evidence may as well not have happened.

How long should records be kept?

No single statutory period exists for briefing records. Keep them at least for the life of the project (CDM records) and, for people, for employment plus several years. Digital storage makes "forever" free.

Can signatures be digital?

Yes. UK law doesn't require wet ink for briefing records — a timestamped digital record with a comprehension check is stronger evidence, not weaker.
